The Scholz Palace was built in eclectic style in 1903 to be the private residence of a wealthy rubber merchant, the German Karl Waldemar Scholz. Amazonas was at the time one of the most prosperous states of the Union during the Rubber Cycle.

From 1911 on, due to the strong competition from the rubber production in Asian lands, there was the imminent decline of the rubber trade in Amazonas. Furthermore, with the advent of World War I, the shipping line between Manaus and Hamburg in Germany was interrupted, which greatly damaged Mr. Scholz's business.

Waldemar Scholz, President of the Commercial Association of Amazonas as of 1911 and Austrian Consul since 1913, in an unfortunate attempt to settle his debts, mortgaged the Palacete for 400 contos de réis to the rich rubber tapper from the Purus, Luiz da Silva Gomes, who was the same man who bought it at auction: it was the end of Scholz's prosperous stay in Amazonian lands and his return to his home country.

Palacete Scholz was first rented to the Amazonas Government for one contos de réis, by the governor at the time, Dr. Pedro de Alcântara Bacellar, who, despite the economic crisis in Amazonas, the deficiencies of the Treasury, and the criticism of his opponents, acquired it in 1918 for 200 contos de réis, and renamed it Palácio Rio Negro. From 1918 to 1959, therefore, from Bacellar to Mestrinho, it served as the Governors' residence and Government Seat. From 1959 to 1995, only as Government Seat.
