With a sustainable concept, Manaus won on the night of this Saturday, 14/4, its first Green Deck installed at Rua Barroso, 279 B, in the Center, in front of the Casarão de Ideias. The project is an initiative of the Manaus City Hall, through the Municipal Institute of Urban Planning (Implurb), in partnership with the private initiative Companhia Teatral de Ideias Ltda.
Expanding the urban living space and completely covered in demolition wood, the Barroso's Green Deck occupies two regular parking spots and has a bicycle rack, benches, flower box, ambiance, and landscaping, with blackwood trees measuring seven meters by 2.2 meters. The initiative was made from the decree 3520/2016, which created the concept of urban furniture for Manaus.
For the director-president of Implurb, engineer Claudio Guenka, the Deque Verde is an environment of integration and democratic. "This is all born from the consolidation of the cultural rescue of our city to insert the capital in the global context. Then, after the 2016 decree, we seek to adapt, suggest ideas to traders of the Center, so that there was interest in a responsible manner for the deployment of Deque Verde as a public extension of the establishments. This space of Barroso is the first of many that we intend to expand in Manaus as a way to attract the population, whether for leisure, mobility or contemplation, "said Guenka.
Implurb has three models of furniture pre-design for those interested in installing decks in commercial and residential areas, provided they are within the parameters established in the decree. "It takes a previous analysis and approval from our Urban Planning sector (DPLA), which does the survey and study in the required area. And Manaustrans also makes an assessment of the point and the road box to know the interference in relation to traffic and transit, "explained the director.
In the specific case of the first deck in the capital, because it is in an area of interest to the historical heritage, it was also approved by the National Institute of Historical Heritage (Iphan).
For businessman João Fernandes Neto, one of the partners of Casarão de Ideias, the public-private partnership is another step forward in the movement to recover the occupation of downtown Manaus. "I used to travel and see deck models in cities like São Paulo, Rio de Janeiro, and Fortaleza, and I imagined an installation here. It was when, through Implurb, I found out that there was the decree and the process was started. For Casarão de Ideias, embracing this project is extremely important. During the eight years we have been in the Center, we have adopted the challenge of attracting the population and tourists so that they can also contribute to this cultural and sustainable growth. It is interesting that other entrepreneurs, cultural producers and others, seek to invest in this adaptation that has a direct return and inspires others to look at the Center and other areas of the city with more care", he said.
Project
Deque Verde is an enlargement of the public sidewalk, accomplished by means of the implantation of a platform under the area previously destined to vehicle parking. They can be occupied with furniture, landscape elements, recreational or physical exercise equipment, paracicles, or even artistic manifestations, resulting in a public space for social interaction.
Before the space destined for a car, for example, it will serve for social interaction for countless other people, making the urban environment more humanized and still contributing to a green portion of the city.
For the Manaus City Hall, encouraging the installation of green decks by private individuals in the urban environment of Manaus is a way to provide public spaces for the population and help fulfill one of its duties, which is the environmental qualification of public areas, expanding afforestation and vegetation, in order to ensure quality of life for the population and give a new scenario for the city of Manaus.
The deck is an instrument created, after its authorization, of a cooperation term with a maximum term of 3 years, which can be renewed for an equal period.
Accessibility
The Green Deck must be fully accessible to the public, and its use cannot be exclusive to its maintainer. It cannot be installed on corners and less than 15 meters from the alignment edge of the cross street.
It can only be installed in places previously intended for vehicle parking, being prohibited in places where there is exclusive bus lane, bike lanes, cycle tracks, paid parking spaces and where the speed of the road is up to 60 km / h.
All the financial costs referring to the installation of the equipment, adequacy and renovation of the public space previously signaled for possible adequacy to the equipment, as well as any damage caused to users, are the responsibility of the maintainer.
The maintainer is solely responsible for the maintenance of the equipment, and must always keep it in a good state of repair. Abandoning or giving up the contract does not exempt the maintainer from the obligation of removing and restoring the public space.
