Minutes of the edicts, aimed at groups and bois-bumbás of the Gold Category, will be available on the Editais da Cultura website until Thursday (20).

The Government of Amazonas, through the State Secretariat of Culturemakes available for public consultation, starting this Tuesday (18), the edicts of promotion of folkloric groups and bois-bumbás participating in the 60th Folkloric Festival of Amazonas. The edicts are aimed at folkloric groups in the Gold Category, represented by individuals, and bois-bumbás Master A and Master B, represented by legal entities.
The drafts of the edicts will be available for public consultation on the Internet until 2 pm on Thursday (20), through the Editais da Cultura website (http://editais.cultura.am.gov.br), in the section Editais em Consulta Pública. Interested parties will have access to the full text of the drafts, plus registration forms and other annexes, providing information on prerequisites, deadlines, evaluation phases, and the documentation required to enter into a contract, among others.
The interested parties may also present suggestions and propose changes before the selection processes begin. The proposals must be sent to the e-mail address [email protected].
In all, two notices were made available for public consultation. One is the public accreditation notice to promote the bois-bumbás participating in the 60th Folkloric Festival of the Amazon in the category Gold, aimed at bumbás Master A and Master B. According to the draft available on the Internet, the accreditation will be granted for up to three bumbás of the Master A modality, and up to three groups of the Master B modality, totaling six vacancies, according to the regulation of the 59th Folkloric Festival.
The other public notice available at Editais da Cultura regulates the promotion of folkloric groups that will participate in the 60th Folkloric Festival of the Amazon in the Gold Category. According to the preliminary text of the public selection, sponsorship will be granted to groups distributed in modalities Bois-Bumbás (Regional and Traditional), Dances (Cacetinho, Ciranda, Alternative, International, National and Northeastern), Garrotes (Regional and Traditional), Quadrilhas (Comic, Duel and Traditional) and Tribes.
Also according to the minutes, the sponsorship is destined to cover general expenses for the presentation of folkloric groups and bois-bumbás at the Folkloric Festival, and also covers the cession of the Arena of the Centro Cultural dos Povos da Amazônia, with a management team; of other cultural spaces/equipment belonging to the Amazonas Government structure, in case there is availability and technical condition; and presenter or master of ceremony.
All notices available for consultation are already in accordance with the standards for public accreditation selections. These include Federal Law No. 13.019/2014, amended by Law No. 13.204/2015, which regulates the Terms of Partnership between the public administration and civil society organizations, in the case of the notice directed to the bois-bumbás of the Master A and Master B categories. And also the Law 8.666/1993, with general rules about Public Bidding and Administrative Contracts, regarding the public notice for the folkloric groups of the Gold Category.
To help those interested in clarifying doubts, the Editais da Cultura site also makes available the Legislation section, containing a selection of laws, decrees, resolutions, and other official documents related to public tenders. The list of content includes, in addition to those already mentioned, Law No. 12.527/2011, the so-called Access to Information Act; and Resolution No. 12/2012 of the TCE-AM, which deals with the voluntary transfer of the Public Administration.
